State Compliance Guide for Providers
Last reviewed: October 23, 2026
General information, not legal advice. This guide summarizes state rules for the services listed on Hairola so you know where to look. It isn't complete, laws and board rules change often, and cities and counties add their own requirements, such as business licenses and limits on outcall massage. Always confirm with your state licensing board and local government before offering a Service. Under the Provider Terms, you are responsible for holding every license and permit your Services need.
Rules that apply almost everywhere
- Hair, barbering, nails, skin care, makeup, brows, and lashes. Every state licenses cosmetology and barbering. Many states exempt natural hair braiding, threading, or makeup-only services, or license them separately. Eyelash extensions usually require a cosmetology or esthetics license.
- Services outside a licensed salon or shop. Most states require cosmetology and barbering services to be performed in a licensed establishment, unless you hold a mobile unit or home-service permit or the client qualifies for an exception (for example, a client who is ill or homebound, or a special event). Check this before offering in-home Services.
- Massage. Licensed in every state except Kansas, Minnesota, and Wyoming, where cities license massage instead. Vermont uses registration. Many states require your license number in every advertisement, including your Hairola listing, and many cities restrict outcall massage.
- Pet grooming. No state licenses individual groomers by exam. Colorado and Connecticut license grooming businesses, and Colorado's license covers mobile units and independent groomers.
- Personal training. Not licensed by any state. The District of Columbia has a trainer registration law. Trainers must stay within their scope and not give medical or dietetic treatment.
- Taxes. A few states and cities tax personal-care, massage, pet-care, or fitness services (for example Hawaii, New Mexico, and New York City). Check your state's tax agency.
